Deckel FP1 rear v-belt cover removal

Ok, I've looked at this a couple times and can't for the life of me figure out how the rear cover comes off.

I remove the (bakelite ?) inch wheel off the back,

There are 2 SHCSs on the top corners of the cover. I remove those.

There are 2 holes in the center, just below the inch wheel. I can't tell if there is SHCSs inside those or not, it looks like there could possibly be. The cover is still not loose after removing the top SHCSs, so something else is holding it on, and there doesn't appear to be any SHCSs towards the bottom.

Is there something in these holes that needs to be loosened. I looked inside with a flashlight, but can't tell if that is a SHCS or not, so if it is I might not have the correct size hex. Must be metric.
