Deckel FP2 Z Axis Issue

A friend of mine has a 1964 FP2. In demonstrating ability of the lower stop return, the stop had come loose and did not engage the return lever. This caused the shear pin to break which can easily be replaced. My question relates to a puzzling issue of the hand crank on the Z axis not turning to raise the table. It seems to be stuck since the Z axis bottomed out. Drive gear is in neutral. Thoughts as how to resolve would be greatly appreciated. Thank you.Click image for larger version.
