Does anyone know what this C E Johanson tool is for

I`m still sorting through the huge job lot of measuring equipment that I bought recently.

This nicely boxed set is by C E Johansen of Sweden. It looks like a punch for cutting round patches from material and has evidence of being struck on the end of the ball handle.



However the edges of the "cutters" are quite blunt and it seems unlikely that this is the purpose of the tool.

Any Ideas?
